Guys, come on! Just because you're uneducated, doesn't mean you can mock people. This is a Japanese fashion style called 'decora'. It's about expressing the childlike nature and innocence in people throgh clothes. I may not be Japanese, but this is way more creative than anything you're daring enough to wear. Grow up.
